Igor Sikorsky Kyiv International Airport — known operationally as Zhuliany (IEV / UKKK) — was historically the preferred private aviation gateway to the Ukrainian capital, positioned approximately 8 km southwest of the city centre with direct access to Kyiv's business districts via Peremohy Avenue. With a 2,200-metre runway, it accommodated light to midsize jets including the Phenom 300, Citation XLS+, and Learjet 75, and handled a significant share of executive charter and diplomatic traffic that Boryspil International could not absorb efficiently for city-centre-bound passengers.

Operational Profile — Current Status

Since 24 February 2022, Ukrainian airspace has been closed to all civil aviation following Russia's full-scale military invasion. NOTAM A0135/22 and subsequent NOTAMs have rendered IEV and all Ukrainian civil airports non-operational for private jet movements. No FBO operations, customs processing, or ground handling is available. Any routing through Ukrainian airspace requires coordination with military air traffic control and carries extreme risk — this airport must be treated as closed until further official notice from UKRAIRROUTE or EUROCONTROL.

Prior to February 2022, Zhuliany featured a dedicated general aviation terminal with on-site customs and immigration clearance. Handling was managed through multiple certified operators with VIP lounge access and direct ramp facilities. The field operated H24 with customs available on request outside standard hours. Its 2,200-metre strip supported midsize category operations at full payload under standard ISA conditions at 587 ft field elevation — a straightforward performance environment. UIA and several charter operators used IEV as a secondary hub, keeping general aviation traffic separated from commercial flows at Ukraine's main international gateway.

Regional Routing Context

For missions previously routed through Kyiv, current alternatives require staging through Warsaw (WAW), Budapest (BUD), or Bucharest (OTP) depending on the nature and destination of the mission. Humanitarian and diplomatic flights into Ukraine have used Rzeszów-Jasionka (RZE) in Poland as the closest active staging point to the Ukrainian border, but these operations require specific authorisations and do not constitute standard private charter routing.
