Lugansk, also spelled Luhansk, is the administrative center of Luhansk Oblast in eastern Ukraine, with a pre-war population estimated at approximately 400,000–420,000 inhabitants. The city was historically significant as a major industrial hub, anchoring Ukraine's Donbas region through coal mining, heavy manufacturing, and energy production. Several large industrial conglomerates had operational and logistics interests in the city prior to 2014.

Luhansk International Airport (IATA: VSG, ICAO: UKCW) has been effectively closed since the outbreak of armed conflict in eastern Ukraine in 2014, when the city came under the control of the self-proclaimed Luhansk People's Republic, subsequently backed and annexed by Russia in 2022. Any mission requiring access to the broader eastern Ukraine region for humanitarian, diplomatic, or corporate purposes must be routed via western or central Ukrainian airports operating under controlled conditions, or via neighboring country entry points. Flight planners should consult the latest EUROCONTROL conflict zone bulletins and Ukrainian NOTAM databases before any routing consideration.
