Kiev, officially Kyiv, served as one of Eastern Europe's most active private aviation markets prior to February 2022. Boryspil International Airport (KBP) handled the bulk of international traffic, while Kyiv Zhuliany (IEV/UKKK) — also known as Igor Sikorsky Kyiv International Airport — was the preferred gateway for business jets, offering a compact terminal with direct ramp access and faster customs processing than the main hub. FBO operations at Zhuliany were handled by dedicated Ukrainian general aviation handlers, with the airport registering approximately 15,000 movements annually in the pre-war period.

Ukraine's airspace (Kyiv FIR / UKBV) has been under a NOTAM-based closure to civil and private aviation since 24 February 2022, following the full-scale Russian military invasion. All civilian flight operations — including private charter, positioning, and overflight — are suspended indefinitely. Both Zhuliany and Boryspil are non-operational for civil aviation. The Ukrainian government and military retain control of airspace management; no commercial or business jet movement is authorized without explicit military clearance, which is not available to civilian operators.

For clients with legitimate operational requirements in neighboring regions, alternative routings via Warsaw Chopin or Budapest remain fully active. Surface logistics from these hubs into western Ukraine are used by humanitarian and diplomatic organizations, but are outside the scope of standard private aviation charter operations. Any future resumption of civil aviation at Kiev Zhuliany will depend entirely on the cessation of hostilities and formal reopening of Ukrainian airspace.
