Phnom Penh International Airport occupies a strategic position in the Indochina aviation network, sitting at the confluence of regional business routes linking Bangkok, Ho Chi Minh City, Singapore, and Hong Kong. The airport serves Cambodia's capital — a city whose economy has shifted significantly toward garment manufacturing, real estate development, and a growing diplomatic and NGO presence — drawing a consistent flow of corporate and governmental charter traffic distinct from the leisure-heavy profile of Siem Reap.

Access & Logistics

The airport is located approximately 10 kilometres west of central Phnom Penh, with transfer times to the central business district typically running 20 to 35 minutes via Russian Federation Boulevard (Monivong Boulevard corridor), depending on traffic conditions. The Four Seasons, Rosewood, and Raffles properties in the riverside district are all reachable within this window. For diplomatic movements, the Council of Ministers and National Assembly compound are within comparable range. Ground transport options include pre-arranged executive vehicles through local handlers; no dedicated limousine service operates on a walk-up basis from the GA apron.

Airfield Capabilities

Runway 05/23 at PNH measures approximately 3,000 metres, sufficient for unrestricted operations by long-range heavy jets including the Gulfstream G650, Bombardier Global 6500, and Dassault Falcon 8X without payload compromise on most routing scenarios from the Gulf, Europe via tech stop, or direct from Singapore and Hong Kong. Field elevation is low — approximately 40 feet above sea level — meaning density altitude is not an operational factor for any aircraft category at this field. The airport was substantially upgraded under the Vinci Airports concession (Cambodian Airports), with a modernised terminal and apron expansion completed in phases through the 2010s. A new international airport (Techo Phnom Penh International Airport) is under construction south of the city and is expected to eventually replace PNH for commercial and potentially charter operations; until that transition, PNH remains the active field for all inbound private aviation.

Executive Handling

General aviation handling at PNH is managed through Cambodia Airports ground services, without a dedicated Western-brand FBO on site. Handling is functional at a standard level: fuelling, ground power, and crew transport are available, but the private terminal experience does not match the dedicated FBO infrastructure found at Singapore Changi or Bangkok Suvarnabhumi. Customs and immigration services are available at PNH for international arrivals, though operating hours are not H24 — clearance outside standard hours requires prior coordination with the airport authority and relevant government agencies, typically arranged through a local handling agent. PPR (Prior Permission Required) is not formally mandated for most civil charter operations, but advance notification to the handling agent is strongly advised, particularly for widebody and heavy jet arrivals requiring specific stand allocation. Overflight and landing permits for Cambodia should be secured a minimum of 48–72 hours in advance through a permit specialist, as the Cambodian DGCA processes permits through a manual workflow. Fuel quality is adequate for all jet categories, though fuel availability for large quantities should be pre-confirmed for ultra-long-range departures. Catering and crew accommodation in central Phnom Penh are available at international standard, with the Rosewood and Raffins properties commonly used by crew layovers on regional positioning flights transiting between Dubai and Southeast Asian destinations.
