Khmelnytskyi Airport in Wartime Ukraine: What Operators Must Know Before Filing

Khmelnytskyi Airport (UKLH) sits approximately 330 km southwest of Kyiv, in the Podillia region of west-central Ukraine. Since Russia's full-scale invasion in February 2022, Ukraine's civilian airspace has been closed to commercial and general aviation. Eurocontrol has suspended all flight plan processing into Ukrainian FIR (Kyiv FIR / UKBV), and no private jet movements are currently permitted under normal charter operations. Any pre-2022 operational profile — including the H24 customs, on-site FBO, and premium handling previously attributed to HMJ — must be treated as unverified and inapplicable for current mission planning.

Strategic Position

Before the conflict, Khmelnytskyi served as the primary gateway to the Khmelnytskyi Oblast, a predominantly agricultural and light-industrial region bordering Vinnytsia, Ternopil, and Khmelnytskyi provinces. The city, home to approximately 265,000 residents, houses regional administrative and military command infrastructure. The airport's 2,200 m runway was compatible with midsize jets including the Challenger 350 and Citation XLS+ under standard ISA conditions. Elevation at 1,150 ft ASL has no material effect on aircraft performance for these categories. Pre-war routing typically involved positioning flights from Warsaw or Budapest as the nearest open international hubs.

Fleet Compatibility

The 2,200 m strip nominally supports midsize to super-midsize operations. However, no current NOTAM, handling arrangement, or slot allocation process can be confirmed for HMJ given the conflict environment. Operators who previously used HMJ for Ukrainian government-adjacent missions or humanitarian logistics should refer to their national aviation authority for current derogation frameworks. EASA and FAA have both issued standing advisories against non-essential flights into Ukrainian airspace.

FBO & Ground Ops

Prior to 2022, HMJ operated with a handling agent on site and customs clearance available in coordination. No independent FBO of international standard (Signature, Jetex, or equivalent) was confirmed at this field — ground ops were managed through the airport authority's own handling unit. Crew facilities were basic relative to primary Ukrainian airports such as Boryspil. For missions requiring access to western Ukraine if and when airspace reopens, operators should monitor ICAO and Eurocontrol advisories and pre-coordinate with Ukrainian CAA for current PPR and customs reinstatement procedures. Lviv Danylo Halytskyi Airport (LWO), approximately 160 km to the west, has historically served as the preferred western Ukraine entry point for executive aviation and would be the logical first-resumption field in the region.
