The airspace closure (NOTAM A0050/22 and successive reissues) prohibits all civil IFR and VFR movements within Ukrainian FIR Kyiv. No charter operator — including those holding AOC authorisations in EU or Gulf states — can legally file or operate a flight plan to or from LWO under current conditions. Flight dispatchers and EA teams coordinating Ukraine-adjacent logistics should route via Rzeszów (RZE) in Poland or Warsaw WAW for onward ground transfer.

Pre-War Airfield Capabilities

LWO's single paved runway (06/24) measured 2,200m, supporting light-to-midsize jet operations including the Citation XLS+, Phenom 300, and Learjet 75 without payload restriction under standard conditions. Field elevation of 1,071 ft above sea level introduced negligible performance impact for most turbine aircraft. The terminal complex included a general aviation section with on-site customs clearance and dedicated handling facilities. Pre-war ground handling was provided by Swissport Ukraine, the primary handler operating at LWO before the suspension of operations.

Executive Handling — Historical Context

Prior to the airspace closure, LWO offered on-site customs and immigration processing, with a general aviation apron separate from the commercial terminal. H24 operations were declared. Handling quality was rated at a functional standard for private aviation, with crew facilities, catering coordination, and fuel available on request. No standalone dedicated FBO facility — in the Western European sense — was confirmed operational at LWO; handling was consolidated under the Swissport Ukraine contract. For any future resumption of civil operations post-conflict, operators should verify slot availability, customs hours, and apron infrastructure status directly with Ukrainian CAA (UCAA) before filing.
